1) The overall plant cost must be less than $75,000-100,000, specified by Lewis Lawrence, the Executive Director of Middle Peninsula Planning District Commission. 2) At least 3 designs must be presented to the clients within the budget range, at low (~$20,000), medium(~$60,000) and high (~$100,000) costs. 2) The plant must be on the jail site, which currently has about 20,000 square feet of space that is usable. 3) The design must meet cGMP state and federal standards for food processing and handling. 4) The design must be able to run with as few workers as possible for the equipment present. 5) The design must include a suitable, cost-effective wastewater treatment system, if needed. 6) The design must account for a wing of cells/beds for inmates to live within the plant. 7) The plant must have sufficient freezer space, depending on its scope of operations. The amount of freezer space will depend on the scenario observed and the type of plan.
Criteria 1) The plant should be able to process blue catfish as well as the required crops throughout the year. 2) The design should be profitable or pay for itself. 3) The plant should enhance the local community through using gleaned crops and potential food donations.
